Centered on digital transformation in the public sector, the KDI School hosted the 2025 GDLN Blended Learning Program under the theme “Building Digital-Ready Institutions for Development.” The initiative provided a platform for mid-career professionals worldwide to explore emerging practices in governance innovation and AI integration.
The program launched in April with a series of interactive virtual seminars, drawing a total of 137 participants. Over eight sessions, experts and practitioners addressed diverse topics such as public sector AI readiness, citizen-centered digital services, cybersecurity, and institutional data strategies.

In the second component of the program, a select group of 15 high-performing participants was invited to Korea for an immersive on-site program held in Seoul from September 14 to 20, 2025. Participants engaged in in-depth dialogues and field visits to institutions at the forefront of Korea’s digital governance evolution, including the Export-Import Bank of Korea, the Korean Social Security Information Service, KAIST, KDI, KDI School and the Incheon Free Economic Zone Smart City Operations Center.
The week-long program blended policy learning with real-world exposure, culminating in group reflections and policy proposal presentations. In addition to professional sessions, participants also explored Korea’s culture and society, building lasting connections and cross-border networks.
