I — Introduction

The Issue Resolution Department establishes professional standards and accountability measures for the Bangwing IN staff team when handling complaints, reports, moderation actions, investigations, appeals, and administrative decisions. These guidelines define how staff should conduct themselves, what information is shared with whom, procedural fairness standards, and the boundaries between public accountability and internal decision-making.

Unlike previous departments that govern member behavior, the Issue Resolution Department governs staff behavior and establishes trust in the moderation system.

II — Core Principles

# Principle Summary
1 Professional Conduct Staff must maintain professionalism during all moderation activities. Personal feelings, biases, or conflicts of interest must not influence enforcement decisions.
2 Consistent and Fair Enforcement Rules apply equally to all members regardless of status, popularity, or relationships. Similar violations receive similar consequences. Selective enforcement destroys community trust.
3 Confidentiality and Privacy Staff must protect the privacy of those involved in reports and investigations. Personal information and internal deliberations remain confidential except when disclosure serves legitimate purposes.
4 Evidence-Based Decision Making All moderation decisions must be based on verifiable evidence and clear rule violations. Assumptions, rumors, or personal impressions cannot substitute for concrete evidence.
5 Transparency with Boundaries The community deserves transparency about rules and enforcement standards. However, specific case details and internal deliberations remain confidential to protect those involved.

III — Rules

All rules apply at all times. Ignorance of a rule does not exempt staff from consequences. Intent is considered in determining severity of response — but does not determine whether a rule applies.

Rule 1 — Limited Information Disclosure Rights

Bangwing IN is a public server serving the entire community, not individual members. Staff are restricted from sharing case information beyond the directly involved parties. The member who received the moderation action, direct victims or complainants, witnesses directly involved, and authorized oversight staff are the only parties with access to full case information. Concerns regarding conduct by the Proprietor or Co-Proprietor specifically are routed directly to the Ambassador tier under the Constitution & Governance, Rule 16 — see that document's Contact & Escalation section for the routing address.

Category Details
Allowed The member who received the moderation action · Direct victims or complainants · Witnesses directly involved in the incident · Senior staff overseeing the moderation decision
Prohibited Sharing case details with friends or acquaintances of the violator · Disclosing case information to uninvolved community members · Providing information about banned members to other servers · Confirming or denying case specifics to third parties
Prohibited (Absolute) Sharing case details with the subject of a report before the investigation is complete — which could endanger the complainant or contaminate evidence · Releasing information about an active case to third-party servers or external platforms
Consequences Accidental disclosure — correction issued immediately; note on staff record; no formal penalty if no harm resulted · Negligent disclosure — formal staff warning; case impact reviewed by senior staff · Reckless disclosure — role suspension pending senior review; affected investigation reassessed · Malicious disclosure — immediate demotion or removal from staff; escalation to senior leadership
Exceptions (Only if applicable — leave blank if none)
Moderation Action Reasons Staff must share case information only with the directly involved parties — the violator, the victim, direct witnesses, and authorized oversight staff. Releasing case information to uninvolved community members, third-party servers, or the public is a breach of confidentiality that may endanger reporters and compromise investigations.
