설명

공지 상세 — 순수 조회다(구 명세의 읽음 upsert 폐기). 댓글은 이 응답에 포함하지 않고 댓글 목록 API로 따로 가져온다. 차단한 작성자의 공지는 404로 숨긴다(내 화면 기준).
