GET /api/v1/comments

설명

대상(공지 또는 인증 이벤트)의 댓글 목록. 원 댓글 오래된 순 + 각 댓글 아래 답글. 내가 차단한 작성자의 댓글·답글은 목록에서 빠진다(내 화면만).
