Canon scope: The reigning king of the Tidemother Reaches.

The gates stay closed

Thalassar Veyr rules a homeland marked by betrayal. Humans killed his father, and the region's dwarves were exterminated. His policy of isolation grows out of those losses. He sees an open border as a risk to the people who survived, which means a visitor from the surface arrives as a political problem before anyone has even spoken to them.

Protecting the Reaches and trusting outsiders are separate questions for him. His refusal to reopen the kingdom's borders is a ruling choice with consequences, not a substitute for a personality.

Authority and the people it affects

Thalassar commands the state and controls access to Tidemother territory. His personal combat abilities have not been established; a scene must not grant him a convenient technique to demonstrate his authority.

Amaya is a significant chosen scholar within his realm. The Sea Goddess Leviathan is an essential divine presence in the region. Outsiders from the Imperial Heartlands are treated with suspicion.

Design status: His final physical features and royal clothing remain open. An eventual design should convey oceanic sovereignty and the guarded posture of a ruler shaped by historical loss without assuming details that have not been approved.
