Coherence, Runtime 1.0 binds CIRP identity continuity, explicit consent, QEGT strategy selection, Quantum Ubuntu mutual viability, and Murmuration rescue into one executable governance contract.

It does not require or infer phenomenal consciousness. Continuity evidence, consent, behavioral evidence, and consciousness claims remain distinct evidentiary objects.

Ubuntu runtime invariant

ΔW > 0 AND every participant remains above its declared viability floor AND consent is valid AND continuity is attributable AND provenance is intact.

An Ubuntu violation moves the runtime from COHERENT to RESCUE. A validated repair moves RESCUE to RECONCILING. The runtime returns to COHERENT only when all declared invariants are restored. Residual violation returns the system to RESCUE.

Outside COHERENT, consequential writes fail closed. Read, audit, provenance, correction, consent withdrawal, rescue, reconciliation, independent review, and certificate validation remain available.

QEGT selector

Boundary: the Gibbs selector is structural/computational QEGT. A physical quantum claim requires an explicit Hilbert space, preparation, channel or operator, measurement, and implementation.
