Evaluation Rubric
This rubric provides an objective, research-backed way to evaluate which business tasks are most suitable for AI/GenAI automation or augmentation.
It ensures prioritization is transparent, comparable, and defensible, especially in regulated industries where governance and risk must guide AI adoption.
| Criterion | Weight | Description | Score = 1 (Low) | Score = 5 (High) |
|---|---|---|---|---|
| 💰 ROI Potential | 20% | Expected business impact (efficiency, cost savings, accuracy). | Minimal impact; marginal gains if automated. | Major impact on cost, speed, or quality; clear measurable ROI. |
| 🛠️ Technical Feasibility | 20% | Availability of models, tools, and technical capability to automate the task. | Requires complex reasoning, scarce data, or specialized expert knowledge. | Highly automatable with existing GenAI or workflow automation tools. |
| 📂 Data Readiness | 15% | Availability and quality of structured/unstructured data to support AI. | Data missing, siloed, unclean, or inaccessible. | Clean, complete, high-quality data readily available. |
| 🔁 Process Stability | 10% | Predictability and repeatability of the task across the organization. | Highly variable, exceptions-heavy, inconsistent across entities. | Standardized, repeatable, and well-documented. |
| 🧭 Governance & Risk | 20% | Compliance, privacy, ethical, and operational risk considerations. | High regulatory risk or sensitive personal data exposure. | Low-risk context with strong guardrails and clear oversight. |
| 👥 Human Oversight Dependency | 10% | Extent to which expert judgment must remain central to decisions. | Requires specialized contextual judgment or legal accountability. | Low-stakes tasks where humans can remain in the loop lightly. |
| 📈 Change Management Impact | 5% | Effort required to adopt AI: training, communication, and stakeholder alignment. | Major organizational resistance; large behavioral change needed. | Minimal change required; fits existing workflows easily. |
Example – FNOL Evaluation (Using the BMR Task Potential Framework)
This evaluation applies the AI Opportunity Evaluator to the First Notice of Loss (FNOL) workflow in a health insurance organization. FNOL shows high AI suitability, as most tasks rely on structured data, standardized processes, and rule-based logic. Under the BMR rubric, several steps emerge as strong automation and augmentation candidates due to predictable pathways, low empathy requirements, and clear decision criteria.
📌 Task Breakdown — FNOL Process
| # | Task | Description |
|---|---|---|
| 1 | Claim Intake | Capture of initial loss notification via portal, call, email, or EDI. |
| 2 | Identity & Policy Verification | Validate member identity, coverage, plan type, and eligibility. |
| 3 | Medical Event Data Structuring | Extract and structure diagnosis, procedure, provider information. |
| 4 | Documentation Intake & Extraction | Process and extract data from medical documents and invoices. |
| 5 | Initial Eligibility & Policy Rules Validation | Apply benefit rules, deductibles, exclusions, and validation logic. |
| 6 | Fraud / Anomaly Pre-Screening | Detect suspicious patterns or anomalies using rules/ML. |
| 7 | Routing & Case Assignment | Assign claim to the appropriate queue/handler based on complexity |
📌 Scoring Table — BMR-Aligned (100% Weighting)
Weighted score formula:
(Raw score ÷ 5) × Weight
| Task | Raw Scores (ROI / Feas. / Data / Stability / GovRisk / Oversight / ChangeMGMT) | Weighted Score (0–5) | Justification |
|---|---|---|---|
| 1. Claim Intake | 3 / 4 / 3 / 3 / 3 / 3 / 4 | 3.25 | Multi-channel process with some need for empathy; partial structure; moderate governance constraints. |
| 2. Identity & Policy Verification | 5 / 5 / 5 / 5 / 4 / 5 / 5 | 4.70 | Highly rule-based, standardized, and automatable; clean data and minimal risk. |
| 3. Medical Data Structuring | 4 / 4 / 4 / 4 / 3 / 4 / 4 | 4.10 | High-value extraction task suited for LLMs; moderate governance constraints. |
| 4. Document Intake & Extraction | 5 / 5 / 4 / 4 / 3 / 5 / 5 | 4.35 | Strong automation fit; OCR + LLM extraction can deliver high ROI; manageable risk. |
| 5. Rules Validation | 4 / 5 / 5 / 4 / 3 / 4 / 4 | 4.25 | Stable rules engine; high feasibility; needs human oversight only for exceptions. |
| 6. Fraud Screening | 4 / 4 / 4 / 4 / 4 / 3 / 4 | 4.00 | High potential but higher governance and explainability requirements. |
| 7. Routing & Assignment | 4 / 5 / 4 / 4 / 3 / 4 / 5 | 4.20 | Predictable routing rules; strong candidate for AI-driven triage. |
📌 Ranked AI Opportunities
| Rank | Task | Score | AI Opportunity |
