Subject: Formal Complaint Regarding Destruction of Fence Line, Obstruction of Access, and Environmental Damage

Dear Sir/Madam,

I, Saleh Totah, the lawful owner and occupant of property located at Dahr Al-Aqda, Plot No. 20, Basin 7, Ramallah, respectfully submit this formal complaint regarding serious and ongoing damage caused by my neighbour’s use of heavy machinery adjacent to my property.

Over the recent period, my neighbour has been operating destructive machinery in a manner that has:

  1. Destroyed my fence line and boundary markers, causing direct damage to my property and compromising the clear demarcation of my land.
  2. Obstructed my safe and reasonable access to my property, including [describe: driveway, agricultural road, pedestrian entrance, etc.], making it difficult or impossible for me to reach my land and use it normally.
  3. Caused irreversible damage to the natural landscape, including [if applicable: removal of trees, terracing damage, soil erosion, destruction of vegetation, damage to stone walls, etc.], which is harming the environmental and agricultural character of the area and the surrounding properties.

It has been over three weeks since the first access issue was raised with my neighbour, and no effective action has been taken to restore access or prevent further damage. During this period:

At this stage, my close associate and neighbour has also been called upon to add their own complaint and request to the obstructing neighbour regarding this issue, confirming that this is not an isolated concern and that it affects the wider community.

In addition to the material and environmental harm, the scale and nature of this work is drawing increased attention from the Israeli occupation forces and nearby settlers, who have already shown interest in the area. This heightened attention and presence directly jeopardise my property and the surrounding properties, creating a serious security concern for residents, and increase the risk of further interventions, harassment, or land confiscation.

This document is intended to serve as an official record that this issue has been raised and that repeated attempts to resolve it directly and respectfully with the neighbour have not been honoured. The lack of cooperation and follow‑through on previously given assurances leaves me with no option but to seek the formal intervention of the Municipality.

Accordingly, I respectfully request that the Ramallah Municipality:

  1. Immediately investigate the activities of my neighbour and the use of heavy machinery in the area of my property.
  2. Confirm and protect the legal boundaries of my property, including the restoration or recognition of my original fence line and any boundary markers that have been damaged or removed.
