這一棒在做什麼（白話）

專案完成後自動建的「專案總報告」，開頁是七章：1 專案概況、2 各輪演進（一列一次稽核看不符合怎麼收斂，加「跨多次稽核未改善項目」列每次怎麼判、最後哪次過）、3 最終符合度（每條評估目標取它最後一次被判的結果）、4 缺失與改善紀錄、5 各輪總結（把各輪階段報告已定稿的總結帶進來唯讀）、6 專案總結與建議（本報告唯一手寫）、7 附件清單；附件一逐評估目標多「覆核」欄。報告包把各輪的子包原封收進 第1輪/、覆核輪/，加一張合併的證據對照表（多「輪次」欄）與總報告 Word／PDF。

首腦核對過的現況

• 卡 3 讀模型與端點、卡 4 bundle 都已是 report_type 分支可擴：closing_report_app_service、closing_report_bundle_service。
• 輪次清單：project_audit_rounds 依 project_id，status closed；覆核輪與母輪關係（FR-140 parent_round_id 或同等欄，開卡時 \d compliance.project_audit_rounds 確認）。
• 各輪階段報告 summary：project_summary_reports where report_type=stage and audit_round_id in (…)；issued 才帶。

怎麼做

• ① 讀模型（design.md 詳細設計⑤）：第 2 章＝每輪每 pass 統計一列（輪次、稽核次、日期、範圍數、不符合、符合率）；跨多次未改善＝同 part_id 連續 ≥2 個 pass not-satisfied，列判定軌跡（「內稽 1 不符合 → 內稽 2 不符合 → 外稽 不符合 → 覆核 符合」）與最終通過日；第 3 章＝逐 part_id 取最後一次 finding（任一輪）依族群分組；第 4 章＝全部曾 not-satisfied 的 part_id：首次發現 pass、POA&M 任務（執行人員、到期日）、覆核結果；第 5 章＝各 stage 報告 summary（issued 帶內容、draft 標「尚未定稿」，D14 不擋）；附件一＝全部 passes 跨輪＋最終。
• ② Word：final_report_template.docx 七章；附件一欄數隨 passes 數。
• ③ 報告包：<專案>_專案總報告[_v<N>]/：00-專案總報告.docx／pdf、01-證據對照表.xlsx（各輪合併，首欄「輪次」）、第1輪/、覆核輪/（各放該輪 stage 報告包內容：有定稿版 bundle_ref 直接解開收入，否則即時 build）。
• ④ FE：同一頁依 report_type=final 切章節配置與目次；第 5 章用 quote 區塊帶各輪總結（照雛形 project-final-report.html）。

要寫測試

• 跨多次未改善：連續兩 pass not-satisfied → 列；只一次 → 不列；中間 satisfied 再 not-satisfied → 不算連續（突變：把「連續」改「累計」，case 要紅）。
• 最終符合度逐條取最後一次：覆核輪有判的 part_id 取覆核，沒有的取第 1 輪外稽。

手測

• DEV 一個有覆核輪的已完成專案：總報告第 2 章列數＝全部稽核次數；跨多次未改善軌跡與各稽核次判定一致；第 3 章合計符合＋不適用＝評估目標總數、不符合 0；第 5 章帶入第 1 輪已定稿總結、覆核輪未定稿標「尚未定稿」。
• zip 解開有 第1輪/、覆核輪/、合併對照表「輪次」欄；第 1 輪子包內容＝第 1 輪定稿版 zip。
