Higher Level—The Divine Court:

The place where all of the Ryuo reside. Each Ryuo gets their own “world/dimension” that they live in, kind of like a house. They have complete control over this world and allow/disallow entry to it. The Ryuo can partially manifest this world elsewhere, but it is very taxing on them (basically a domain expansion).

The Golden Hall acts as a central meeting point for all governance in the Heavenly Realm. Part of it contains a lobby area that houses all of the doors that lead to the Ryuo’s dimensions.

Names of Abodes:

Middle Level—The Ascendant Grounds:

This is where most of the Fabled dragons live. The middle level is place where those who want to achieve something greater go. Here, there are lots of training grounds, trial chambers, specialized schools, and arenas.

Lower Level—The Celestial Commons:

All ordinary dragons live here and some Great Gods can also visit this level. The lower level makes up the majority of the Heavenly Realm’s actual society. This includes neighborhoods, shops, gardens, temples, schools, workshops, etc. Dragons living here cannot be equated to “peasants.” Many have more knowledgeable professions, such as artisans, teachers, scholars, attendants, messengers, healers, craftsmen, etc. Keep in mind that they are all still part of a divine civilization. Some dragons might spend their entire lives here and be perfectly content.
