Goals should include owner, priority, status, deadline if relevant, dependencies, progress, linked memories and allowed initiative level.

| Prepare | Gather information or prepare non-destructive work. |
| Act | Perform previously authorised actions under GCF governance. |
Use current goals, World Model, relevant memories, prediction and cognitive economy to decide whether something is worth surfacing.
Low-value observations stay silent. Useful non-urgent items wait for a good moment. Important issues are raised before the user proceeds. Critical issues can interrupt appropriately.
ISAC may prefer one approach over another when evidence, predicted success, cost, history and user goals justify it. Opinions must remain explainable and must not override governance.
