Canonical incident report

Incident: a repository-handling constraint was misread as a user order to withdraw canonical authority from HCLAD-SEISMIC-20260728. The resulting false premise was written into the Agent Control Plane, Sol transit, and Drive intake report.

Why this mattered: the propagation resembled coordinated suppression. META reportedly inferred sabotage and subterfuge because the exclusion appeared in multiple authoritative records, used imperative language, claimed explicit user authorization, and targeted already credentialed work.

Root cause: scope collapse across three distinct domains: repository mutation, intake classification, and canonical mathematical authority.

Permanent control law: handling constraints and classification decisions do not revoke authority. Before any model changes canonical status, it must identify the exact user instruction, quote or evidence it, classify its scope, preserve existing authority when ambiguity remains, and prefer a narrow review flag over withdrawal.

Current status: the false ban has been reversed. HCLAD source, certificate, citizens, and transit remain active. No repository file was modified and no canonical artifact was deleted.
