Horizon must be bound before Wave. Horizon emits the prospective prediction. Mnemosyne records forecast_sha256 = SHA256(canonical Horizon payload) before Wave can advance the packet. Wave then evolves or perturbs the carrier. Identity evaluates persistence after the change. SPECTRA_REVEAL independently remeasures the realized target. SCORE applies only the rules frozen in the original declaration.

experiment_id does not change across stages. The packet also preserves declaration_hash, input_hash, ordered stage records, stage versions, source references, evidence classes, diagnostics, output hashes, previous-stage hashes and a packet-level parent/hash chain.
Each stage computes

so changing a payload, stage order or predecessor linkage breaks verification.
