Document purpose: Keep ISAC genuinely useful offline by giving GCF a compact, searchable local reference layer.
Document status: Architecture/design specification. Current implementation status is controlled by the roadmap and stage evidence.

Internet access extends ISAC; it does not define whether ISAC is intelligent.
Keep general reference, technical documentation, application manuals and adaptive cached knowledge on disk. Retrieve only small relevant passages into context.
The subsystem is core architecture, while actual knowledge packs remain optional.
Application scan and user profile may suggest packs such as programming, AI/ML, creator, gaming, office or networking.
Memory records what ISAC/user experienced or learned personally. The Knowledge Vault stores external reference knowledge.
Repeatedly useful online information may be retained locally when GCF predicts future value. Cached items should store source, retrieval date, version/freshness class, confidence, last verification and expiry/revalidation policy.
When offline, personality, GCF, local model, memory, skills, local tools and Knowledge Vault remain available. Live web/cloud providers and sync are marked unavailable, not treated as a system failure.
