How to use these templates

I object to application 73515.

This field is fully and actively used by local residents for dog walking, children’s play, informal sport, leisure and community gatherings.

Residents have maintained it for years because it is needed as a recreational open space. It is designated under UDP RT2/1/3), was discounted in the 2025 SHLAA (HL/2784/00) as protected recreation land, and is protected by emerging Local Plan Policy LP-OS1.

NPPF paragraphs 103–104 only allow the loss of existing open space if it is proven surplus, replaced by equivalent provision, or the benefits clearly outweigh the loss.

None of these tests are met.

The adjacent field is waterlogged for most of the year and cannot serve as suitable alternative provision. The proposed “enhancements” are only illustrative and not secured at this stage nor do they provide alternative provision.

The housing shortfall does not override these clear policy protections. Permission in Principle should be refused.
