- A decision-making framework used by officials to judge whether contact should be penalized.
- Officials evaluate whether contact:
- Disrupts a player’s rhythm
- A player’s repeated pattern of motion
- Affects speed
- How fast a player is able to move
- Impacts balance
- A player’s ability to maintain stability and control
- Limits quickness
- A player’s ability to react and rapidly accelerate or change body position within a short period
- Guiding principles:
- If contact does not affect RSBQ, it should be a no-call.
- Illegal contact that does affect RSBQ must be called a personal foul.
- Illegal contact that does not affect RSBQ is considered marginal contact and should not be called.
- RSBQ helps officials reward skill and advantage, not incidental or marginal contact.
