An older, composed city leader who justifies oppression as stability. Swept-back silver-gray hair, mature angular face, dark formal suit/waistcoat and long coat; distinct from Hunter and the executive.
His normal human form is already formidable—around the mid-game protagonist's level and above the Assistant. On Inner he stays outwardly human throughout Chapter 06; Chapter 07 introduces an organic transformation with one recognizable head, damaged clothing and a prepared living-city network. The mutation exceeds the late protagonist's raw strength and is somewhat above the executive; victory requires a difficult, skillful fight.
Inner confronts and defeats him directly. Outer currently removes his resource/enforcement base and office; his death there is not mandatory. Exact experiment, resource links and network mechanics remain proposals, not unlimited control of all living things.
Head of the National Security Directorate and its special mobile forces. Use Director, not Minister. Fit younger/middle-aged man, neat short dark hair, disciplined expression, integrated cybernetic details and a dark military-government uniform/coat.
His stronger phase is a fully mechanical city-scale Titan: substantial armor, weapons and command infrastructure, with no exposed pilot, human face or separate human-scale Director. The Titan exceeds the mutated Mayor; Hunter exceeds the Titan by a meaningful, limited margin. Do not treat concept-sheet numbers as fixed dimensions or use them to settle unresolved first-form rankings.
Outer pits the protagonist, Assistant and resistance against him; active Titan destruction has major surrounding consequences. On Inner he is not fought: loss of resources/command disables the inactive platform, while his personal location must remain consistent with political consequences.
You have mistaken restraint for weakness.
Both may escalate tactically; incapacitating injury is not required, and existing damage persists. They are subordinate local powers, not the ultimate regime. Hunter is confronting its deeper ruler elsewhere and does not deliver either victory. Origins, exact resource links and the hidden ruler remain unresolved.
