The Upper Continent is a floating citadel above New City. It was once the state capital, but during the Mage War, a severe nuclear casting attack backfired and sent the government buildings and surrounding residential areas 3/4ths of a mile into the air. Though only a handful were harmed (mostly falling from the perimeter during the shift), the occurrence wasn't deemed a disaster or a curse. It is known as the Capital Migration of 2111.
The Upper Continent still houses the main government buildings and all of the senators, congress people, etc. Gorgeous, gigantic architecture, bronze, Victorian and Moroccan influence, beautiful weather, and lush gardens with odd plants and flowers that thrive at the intense altitude. They are known as the Teleportation Central of all the States.
