Introduction

Trust is the foundation of effective government. Without it, even the best policies and technologies fail. With it, governments can innovate, take bold decisions, and serve communities with confidence.

The stakes have risen. In the AI era, trust decisions are made at machine speed, and a single opaque or unfair automated system can undo a decade of service improvement — as Australia's Robodebt scheme, the Netherlands' childcare benefits scandal and the UK's Post Office Horizon failure each demonstrated at national scale.

How to use this playbook

The playbook contains twenty-four plays — four per element. Every play follows the same anatomy:
