01 · Air Pollution — GRAP Year-Round

02 · Water Security — Four-Source Strategy
Surface water + groundwater + rainwater harvesting + recycled water as four parallel pillars. Singapore model. 85% wastewater recycling target for agriculture. River Chief accountability system.
03 · Just Coal Transition
No new coal plants after 2030. Dedicated Just Transition Fund for Jharkhand, Chhattisgarh, Odisha. Worker retraining and pension bridge. Renewable manufacturing in coal regions.
04 · Renewable Energy — Anti-Monopoly
SECI model expanded. No single group controls more than 20% of national renewable capacity. Rooftop solar barriers removed. Green Hydrogen PSU established.
