UNECE R155 is a regulation — a legal requirement for vehicle type approval in many countries, including the European Union. Think of it as the regulator asking one simple question: "Can you prove you've managed cybersecurity throughout the vehicle's life cycle?"
R155 focuses on outcomes: managing vehicle cyber risks, securing vehicles by design across the supply chain, detecting and responding to incidents in the fleet, and providing safe and secure software updates, including over‑the‑air updates.
ISO/SAE 21434 is different. It is an international engineering standard, not a law. It defines how to do cybersecurity engineering for road vehicles: from concept and development, through production and operation, to decommissioning. It covers electrical and electronic systems, their components, and interfaces.
R155 is the “what” and “you must.” It is the regulation that says: you need a CSMS, you need to manage risk, you need to handle incidents and updates, and you must prove it to get type approval.
ISO/SAE 21434 is the “how.” It is the engineering framework that tells you: here is how to set up your processes, run TARA, define controls, and document everything across the life cycle.
UNECE R155 is the regulation that makes cybersecurity a prerequisite for selling vehicles in many markets. ISO/SAE 21434 is the engineering standard that tells you how to build and document your cybersecurity processes. Used together, they transform cybersecurity from something teams simply aim for into something they must design, document, and continuously demonstrate throughout a vehicle's life cycle.
