England is moving toward a licensing scheme for non-surgical cosmetic procedures. Section 180 of the Health and Care Act 2022 created the power. In August 2025, the government confirmed the direction in its consultation response.
The start date, the exact tier boundaries and the fees. Those depend on secondary legislation that has not been laid yet.
Nothing to apply for, and nothing to panic about. But every version of the scheme rewards the same things: named practitioners with documented training, clean consent and treatment records, and premises you can evidence. Clinics that keep those in order will find the licence an administrative step. Clinics that leave them for later will find it a project.
