Is there an anticipated budget range?

Due to federal requirements and other guidelines for this procurement, IPSDI is unable to provide a budget range or a not-to-exceed amount.

Are the two projects evaluated together, and can one vendor be awarded both? If so, would you prefer sequenced or concurrent execution?

The RFQs are evaluated separately, and project-specific timelines are defined in each RFQ. Selection of vendors is at IPSDI’s discretion.

Will you accept working prototypes and/or sample work products to demonstrate vendor capability?

Sample work products may be submitted via the existing submission process. As technical development is not a deliverable of these RFPs, working prototypes will not be accepted.

What technical contact availability and codebase access can we assume? What development and test environments will be available to the selected vendor?

Technical contact information will be provided at project inception. Because these RFQs require no development of the existing app, there will be no access to source code.

What technology stack and hosting environment currently support Exposure Tracker?

The Exposure Tracker is built with React on the Ionic Framework and is hosted by AWS. This engagement does not require direct development, codebase access, or AWS access.

What existing consent, retention, deletion, and research-use policies govern Exposure Tracker?

What grant-specific cybersecurity, reporting, insurance, certification, or documentation requirements should be incorporated?

The selected vendor will receive the IPSDI Master Services Agreement for their review, which will outline these considerations. Generally speaking, vendors are expected to comply with federal grant requirements such as:

2 C.F.R. Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards; and Appendix II to 2 C.F.R. Part 200;

Applicable Department of Homeland Security ("DHS") regulations and guidance, and Standard Terms and Conditions ;

Applicable Federal Emergency Management Agency ("FEMA") award terms and conditions, including Notice of Funding Opportunity ("NOFO") requirements;

Any award-specific special conditions; and

Any successor statutes, regulations, guidance, directives, or policies governing the Federal award.
