Phyloinformatics News is a public Notion page by Dr. Denis Jacob Machado. I started it on October 29, 2026 to track news about artificial intelligence that matters for bioinformatics and phyloinformatics. Each entry summarizes the original sources and cites them. The References section at the bottom of the page links to every source. Read the originals before you act on anything here.
New entries go at the top. Each entry shows the date I recorded it. A short summary of the first entries is on the Phyloinformatics Lab website.
"Super Intelligence" replaces "Artificial Intelligence" in U.S. federal usage
Recorded on October 29, 2026.
In brief
- Executive Order 14434, signed on September 29, 2026, directs federal agencies to say "Super Intelligence" (SI) instead of "Artificial Intelligence" (AI) (Executive Office of the President, 2026a).
- For now, SI means exactly what AI meant. The order adopts the existing statutory definition of AI in 15 U.S.C. § 9401(3). The technology and the rules did not change. The label did.
- NIH and NSF have started to relabel their websites, programs, and notices. The NIH and NSF sections below give the details and the sources.
- The relabel arrived with large new federal science initiatives framed around SI, such as the Genesis Mission and NIH Bio Genesis (Executive Office of the President, 2026b) and NSF Super Intelligence-Native Instruments (National Science Foundation [NSF], 2026b).
What "superintelligence" means
In the research literature
"Superintelligence" is a technical concept. It names a hypothetical intellect that far surpasses human cognitive performance in nearly every domain of interest (Bostrom, 2014). The idea goes back to Good (1966). Good defined an "ultraintelligent machine" as one that outperforms any human at every intellectual activity, including the design of better machines. Such a machine could trigger an "intelligence explosion." Under this meaning, no current system qualifies.
In U.S. federal usage since September 29, 2026
"Super Intelligence," written as two capitalized words, is a policy label. These are the main points of EO 14434 (Executive Office of the President, 2026a):
- Rationale (Section 1): the order says current frontier systems go beyond imitating human intelligence and "amplify human ingenuity."
- Scope (Section 2): agencies use SI "to the maximum extent permitted by law" in correspondence, public communications, websites, reports, and policy documents.
- No retroactive edits: existing regulations, contracts, grants, and historical documents do not need to change.
- Definition (Section 3a): SI takes the statutory AI definition at 15 U.S.C. § 9401(3) until the President or Congress replaces it.
