The success of the Rio Conventions ultimately depends on action at the national and local levels. The National Action Track therefore focuses on integrating women’s land rights into the objectives, indicators, and budgets of national implementation frameworks under the three Rio Conventions, including National Biodiversity Strategies and Action Plans (NBSAPs), Nationally Determined Contributions (NDCs), Land Degradation Neutrality (LDN) targets, and national drought plans.

This Action Track also seeks to strengthen coordination among National Focal Points and promote harmonized approaches to incorporating women’s land rights into national action plans, including gender action plans, across the Conventions. By fostering greater alignment, it aims to enhance both the effectiveness and efficiency of implementation efforts.

A key priority is connecting National Focal Points with grassroots organizations to ensure that policy decisions are informed by local realities and experiences. This helps strengthen and safeguard women’s rights while building on community-driven solutions that are essential for effective environmental action.

Upcoming national Rio processes that present important entry points for advancing women’s land rights include Parties’ reporting obligations under the UNCCD and the Biennial Transparency Reports (BTRs) under the UNFCCC, as well as the UNFCCC’s call for national assessments of emerging issues related to gender and the environment.

While Rio Convention processes and national planning cycles may differ across countries, this Action Track focuses on shared opportunities for action at the national level. We support the development of a core set of women’s land rights indicators and priority activities that should be included in national plans, and jointly strategize how to build coalitions among National Focal Points across the Conventions and between National Focal Points and grassroots organizations.
